Vietnam’s Crypto Landscape Shifts Amid Licensing Applications Surge

At least seven firms, including banking subsidiaries and a major conglomerate, have applied for Vietnam’s first-ever crypto-exchange licenses as authorities seek to regulate the burgeoning digital asset sector, reported by CoinTelegraph.

The Vietnamese Ministry of Finance initiated a five-year pilot program for crypto trading platforms on January 20, 2026. This new framework requires applicants to establish themselves as Vietnamese limited liability or joint-stock companies, maintain a minimum capital of VND 10 trillion (approximately $380 million), and adhere to stringent regulatory standards, including substantial institutional ownership from banks or securities firms, as well as robust IT security protocols.

Intense Competition for Licenses

As of now, the Ministry has received seven applications for organizing crypto trading, with around ten financial entities publicly signaling intentions to apply, including well-known institutions like SSI Securities (introducing SSI Digital), VIX Securities (developing VIXEX), Military Bank, Techcombank, and VPBank. Additionally, the Vietnam Prosperity Crypto Asset Exchange (CAEX) is working toward securing its necessary capital for compliance.

This extensive interest reflects a broader appetite within Vietnam for participating in the increasingly popular digital asset market. While five companies were initially reported as major contenders, the number of serious applications demonstrates a critical pivot in the financial landscape.

According to officials, the licensing process will unfold in two main stages, featuring a preliminary document review, followed by a more extensive evaluation lasting up to twelve months. They stressed the importance of careful verification of both capital and technological infrastructure to safeguard potential investors.

The Regulatory Clarity Ahead

Despite ongoing enthusiasm in the business sector, many stakeholders remain cautious. Officials indicate that stringent regulations are being put into place to protect consumers and ensure that the local market does not devolve into one characterized by uncertainty and risk, especially as Vietnam remains cautious about offshore exchanges. The pilot aims to regulate local operations amid growing adoption of cryptocurrencies without acknowledging foreign licenses. Foreign investments are capped at 49% in the new regulatory framework.

The interest in licensing and the rising crypto user base in Vietnam are noteworthy. Prior to October 2025, no applications were evident due to the complexities and high standards outlined by the government. With the successful bid for licenses likely to open in early 2026, the anticipation surrounding regulatory clarity and operational viability is palpable within and outside the country. Analysts recommend monitoring the outcomes of these applications as indicators for future investment landscapes.

Overall, Vietnam’s venture into establishing a regulated crypto-exchange environment could reshape its fiscal landscape and establish the country as a burgeoning hub for digital assets amid fluctuating regional frameworks.
